INVITATION TO TENDER – REPLACEMENT OF OFFICIAL VEHICLE FOR THE CONSULATE-GENERAL OF THE REPUBLIC OF SINGAPORE IN HO CHI MINH CITY

The Consulate-General of the Republic of Singapore in Ho Chi Minh City would like to invite interested vendors to participate in the Invitation to Tender (“ITT”) for Replacement of Official Vehicle for the Consulate-General of the Republic of Singapore in Ho Chi Minh City to serve as the Consulate-General’s Number One car.

Interested tenderers shall email Mr Emerson Sng and Ms Hannah Tang via email at emerson_sng@mfa.gov.sg and hannah_tang@mfa.gov.sg to obtain a set of the tender documents or to seek clarifications.

You may propose amendments to the Conditions of Contract at Annex C or submit your set of Conditions of Contract, sales agreement, and/or other requirement as part of your proposals for consideration. You may also submit up to a maximum of three car models in your proposal.

Tender Closing Date

Tender Offers shall be submitted to the Consulate-General of the Republic of Singapore in Ho Chi Minh City by hand in a sealed envelope as stipulated in the 'Instructions to Tenderers'. All submissions should reach the Consulate-General no later than 5 Aug 2026, 1630hrs (Vietnam Time, GMT +7).

Validity of Tender Offer

The submitted tender offers must be valid for a period of 135 days from the closing date of this Tender.

Evaluation Criteria

The tender proposals shall be evaluated based on the following criteria.

Critical Criteria:

(a)   Luxury mid-sized sedan, Mercedes Benz E Class-equivalent, of any make and model, not exceeding 2,500cc (mandatory);

(b)   Proposed car model meet the National Technical Regulation on the Level 5 Emission of Gaseous Pollutants for Newly-Manufactured, Assembled, and Imported Automobiles (i.e. Khí thải mức 5 đối với xe ô tô sản xuất, lắp ráp và nhập khẩu mới), in accordance with circular No. 48/2024/TT‑BGTVT (mandatory);

(c)   Car model able to have 1 flag mounting bracket and 1 flag mounting pole to be installed at each side of front metal grill of the vehicle. If such a mounting is not possible due to structural reasons of the vehicle, there needs to be alternative options which allows the user to mount a flag on the front metal grill of the vehicle. (mandatory)

Scored Criteria:

(a)   Price Competitiveness (50%);

(b)   Compliance with Specifications (35%);

(c)   Company After-Sales Service & Track Record (10%);

(d)   Innovation (5%)

The Government of the Republic of Singapore reserves the right not to select the lowest Tender Offer, or the whole or any part of any Tender Offer, or any Tender at all. The Government of the Republic of Singapore is under no obligation to provide an explanation for any decision made.  The decision of the Government of the Republic of Singapore shall be final.

Award of Tender

The award of tender will be posted on the Consulate-General’s website and the Consulate-General’s bulletin board.
