Marriage matters

Please note that the Consulate-General is not authorised to solemnise or register marriages of citizens in Vietnam.

Your spouse-to-be is encouraged to check the marriage procedures and paperwork required with the Justice Division of the District/Province where he/she is registered at, as there may be varying practices and/or requirements.

Registration of Marriage in Vietnam

The Consulate-General may assist to issue a letter certifying your marriage search records from the Singapore Registry of Marriages (ROM). In order for us to issue such a letter, please obtain and present the following documents:

1. An original certified hard copy of the search result for marriage records issued by ROM (Note: this does not refer to the print copy of the on-screen result generated through the free search service for marriage records).
   
   Singaporeans who are overseas may apply for the document via the ROM website https://www.marriage.gov.sg and/or through the assistance of a friend or relative. This hardcopy must be (i) certified by ROM in Singapore (i.e. original ROM stamp and signature) and also (ii) notarised by the Singapore Academy of Law (SAL) at 1 Coleman Street #08-06, The Adelphi, Singapore 179803 before it is brought to the Singapore Consulate-General.
   
   Note: Please use your NRIC number to apply for a search result. The generated search results must not be older than six months, when presented to the Consulate-General.

2. If you are a divorcee, please produce a duly certified copy of the divorce certificate (Certificate of Making Decree Nisi Absolute / Certificate of Making Interim Judgment Final). This hardcopy must be certified by the Court and MFA in Singapore before being brought to the Consulate-General.

3. Your original passport and its copy, and

4. You will need to appear in person to execute a Statutory Declaration declaring your single status.

For notarisation services at the Consulate-General, please schedule an appointment (https://go.gov.sg/scghcm-appt) and submit the documents during office hours from Mon – Fri (except public holidays), from 9 am – 11.30 am. The relevant notarisation fees will apply and processing time is 1 working day.

After notarising all these documents, we will issue a letter on your current status. After obtaining this letter and required notarised documents, you need to bring these documents to the Department of Foreign Affairs in HCMC for translation and legalisation at 184Bis Pasteur Road, Ben Nghe Ward, District 1, HCMC. All marriages contracted or solemnised outside Singapore:

1. which have been registered in accordance with and are valid under the law of the place in which the marriages were contracted or celebrated; and

2. to which both parties possess the capacity to marry under the law of their respective countries of domicile, are valid in Singapore. The final arbiter of any dispute as to the validity of such marriages in Singapore is the Court of Law.

There is no provision in the Women's Charter (Chapter 353) to empower the Registrar of Marriages to re-register a marriage contracted and already registered outside Singapore. Current and former Work Permit holders who wish to marry a Singapore citizen or Singapore permanent resident must seek approval from the Singapore Ministry of Manpower. The registration of marriage between a non-Singaporean and a Singapore citizen or Singapore permanent resident does not automatically accord the non-Singaporean spouse the right of permanent residence in Singapore.
